Electronic Prescribing Incentive Program

For 2012 and 2013, physicians, group practices and other EPs who are successful electronic prescribers will receive an incentive payment on total estimated Medicare Part B physician fee schedule allowed charges for all covered professional services furnished during specified reporting periods. Incentive payments are as follows: 2012 (+1.0 percent); 2013 (+0.5 percent). However, the program turns punitive beginning in 2012 for those physicians, group practices or EPs, who are not successful electronic prescribers. Future payment adjustments are as follows: 2012 (-1.0 percent); 2013 (-1.5 percent); and 2014 (-2.0 percent).

CMS has made it easier for physicians to avoid the 2013 payment penalty by finalizing the addition of a six-month reporting period (January 1-June 30, 2012). Under this reporting option, individual EPs would need to report the e-Rx measure at least 10 times and could report the measure regardless of whether the service falls within the denominator of the current e-Rx measure.

 

Electronic Health Record Incentive Program

The American Recovery and Reinvestment Act (ARRA) of 2009 authorizing the Centers for Medicare and Medicaid Services (CMS) to provide financial incentives to eligible physicians and hospitals to jumpstart the adoption of health information technology by 2014.  

Incentive payments will be given to "eligible professionals" who demonstrate "meaningful use" of a certified EHR technology.  Eligible professionals (EPs) can receive up to $44,000 over five years under the Medicare EHR Incentive Program. Additional incentives are available for EPs who provide services in Health Professional Shortage Areas.  To get the maximum incentive payment, Medicare EPs must begin participation by 2012. 

Meaningful use has been outlined to be achieved in three stages. Stage 1 criteria has been finalized to be used for years 2011 and 2012.  EPs will continue with attestation for reporting clinical quality measures for CY 2012.
