The societies expressed concern that the proposed rule would undermine the integrity of the biomedical research enterprise by weakening peer review, limiting scientific collaboration, creating uncertainty for federally funded research, and restricting the dissemination of scientific findings. The coalition urged OMB to withdraw the proposed rule and instead pursue targeted reforms that strengthen accountability while preserving the nation's leadership in biomedical research.
